Send email notification checkbox won't turn off

We have notifications turned on. When we edit an appointment, there is a checkbox for "Send email notification" that is checked. I uncheck it, save, and the email is sent anyway, and when I go to edit it again, the checkbox is again checked. It will not turn off notifications for an individual appointment.
